Window insulation kits?

We moved into our new apartment, and we've got so many windows and they all let in SO much cold air. We have blankets over the windows to try to cut down on the draft, and it's not doing anything at all. We thought about the shrink wrap windowing thing, but evidently you need a window frame (and our windows are inset into the wall). Has anyone else heard of the kind of adhesive glue stuff, kind of like rubber cement? What's it called and where can we get it? Any other ideas on how to keep the heat in and the cold out?
It's not around the window that's leaking. It's the the window itself (like the area between the top pane and the bottom pane or the areas on the sides where the bottom window slides up to open.

you could probably tape over the cracks with a good adhesive tape as a temporary measure although you could use the window insulation kits as well just don't shrink it to the point it pulls the tape loose tape around the opening on the wall area if necessary. Ive done this before ,they help allot.
