Cop pulled me over for a blocked plate?

I got pulled over a couple night ago for having my license plate underneath my headlight, the officer asked me why i didnt have my license plate on the front of the car and i pointed out it is there, so he asked me to show him were it is... i pointed to it directly under the head light (because its a newer car the bumper dosent have holes so its mounted there with adhesive tape... he told me to move it or risk a ticket, but iv never had this problem before with other cops? This happened at night by the way.. im afraid to remove the plate because it will damage the new paint.
