Can I insulate my basement floor with pink extruded polystyrene?

To get the maximum ceiling height, I want to keep the my floor covering as thin as possible with the most R-value. I'd like to glue 1 inch T&G pink foam to the floor, then deck that with T&G plywood or OSB.
Can I just glue the plywood/OSB down to the foam, then install finish flooring (like cork, laminate or tile) or do I have to use drill in or drive in anchors on the plywood/OSB?
My sidewalls are insulated inside with 1" foam, and there is 1 1/2" foam on the exterior of the foundation, too.
I live in Wisconsin...so it's a cold climate.

The first thing is you dont have nearly enough insulation on the walls. Forget the 1 1/2" outside your house....its a joke. I hope your basement is completely underground, not a walk out. 6" fiberglass on the walls for starters. You can use 1 1/2" of foam on the floors and glue & shoot down P.T. sleepers to the floor. The subfloor is glued & screwed to the sleepers, not the insulation. The key to it is to lay down a poly vapor barrier on top of the sleepers/ insulation level BEFORE you put down your subfloor. Wrap the plastic vaper barrier up the side wall an inch or two. This way any moisture problems are kept away from the finished floors and directed up and away, never exposing finished floors to moisture from below. Your baseboards hide the upper edge of the poly.
If useing tile youll need 2 layers of plywood to stabelize things.
