What is my metal clothing rail made of????..?

I want to Decoupage my clothing rail (glue and varnish pretty paper on it..)...But, i need to know what its made of to prepare it, and i haven't a clue!!

It is black, tough and matte, not shiny or tinny. Its very sturdy and doesn't feel like it would rust but then again it hasn't ever
had the chance... Its also not completely smooth the way that stainless steel and chrome is.....

It is metal but it could have something mixed with it or on top of it????..would it be galvanized steel, or some kind of alloy?? could it be mixed with plastic???.... Help!!! I am freakishly inept in these areas of expertise!!!!
