Metal to cellulose is a very difficult adhesion problem, especially if you mean to wash it (the adhesive must be rubbery to take up the strain from the washing process and the different thermal expansion rates of the metal and cellulose). I'm inclined to think that an acrylate-urethane might work for you. If you get a hold of the technical people from one of the major adhesive manufacturers they can give you more ideas.
