what is non water soluable cutback adhesive?

I want to install some vinyl floring that comes in a big roll in my side entrance hallway in my house. I striped 2 levels of vinyl off the floor already and there is like a subfloor over the original floor of the house. I am wondering if i can poor this skin coat and patch mix over this subfloor instead of taring the whole floor out. I am about to attempt it but i am assuming that this non water soluable adhesive is what im poring it on but am not sure

If you're going to lay new vinyl over the floor you'll want to have the underlayment as smooth as possible. Most new vinyl will transfer any imperfections in the sub floor through to the surface of the vinyl.

What to use depends on what the floor is made of and how large the imperfection are. For small imperfections I use Henry floor leveler and primer. Whichever you use, try to go with a self leveling compound. The you pour the leveler on the flor and the are liquid enough to find the low spots and end up pretty level without alot of trowel work.
