How do I remove floor adhesive?

I am not sure what it is but my husband just pulled up linoleum tile from the bathroom and on the floor it is a beige color and it feels like paper and under it it looks like a thin coat of black and then cement. But it is a pain to try and get up. We have tried a heat gun, goo gone, cooking oil, and sand paper, nothing seems to be working.

Some Options
1.
Using hot water, mop the floor in sections of about 4 square feet. Then using a flooring removal razor scraper, scrape the softened adhesive into small piles. Scoop up and discard the piles of adhesive.
2.
Alternatively try chemical adhesive removers available at your local home or flooring store. Citrus based removers are usually less dangerous to the environment, but they often take longer to work. Apply the adhesive remover as per manufacturer's directions and give it time to soften the adhesive.
Use a flooring scraper to scrape the softened glue off the floor and dispose of it.

Warnings
* In some older applications, a black colored adhesive (called "cutback adhesive") was used to hold vinyl tiles. Both the tiles and the adhesive could contain asbestos. If you have old vinyl tiles or the adhesive residue on your concrete floor is black, you are much better off simply covering it with your new flooring. If that's not possible, hire a flooring specialist properly trained in dealing with asbestos to remove the adhesive. Your family's health is worth the cost.
* If you are using a chemical adhesive remover, read and follow the manufacturer's directions, wear eye protection and be sure the area is well ventilated.

I used option 2 on a garage floor that someone glued a carpet to. I cannot stress the ventilation needs of a chemical remover.
